Economic structure:

In 2021, services accounted for 75% of overall GDP, manufacturing 14%, other industrial activity 7%, and agriculture 4%. Looking at GDP by expenditure, private consumption accounted for 62% of GDP in 2021, government consumption 16%, fixed investment 20%, and net exports 2%.

International trade:

In 2020, manufactured products made up 57% of total merchandise exports, mineral fuels 0%, food 40%, ores and metals 1% and agricultural raw materials 2%, with other categories accounting for 0% of the total. In the same period, manufactured products made up 76% of total merchandise imports, mineral fuels 6%, food 15%, ores and metals 2% and agricultural raw materials 1%, with other goods accounting for 0% of the total. Total exports were worth USD 17 billion in 2022, while total imports were USD 21 billion.

Annual GDP growth rose in Q2 from Q1 on rebounds in government spending and fixed investment. Turning to Q3, our Consensus is for growth to decelerate, and available data backs this projection. Economic activity growth softened in July relative to Q2 due to a slowdown in the construction sector. Additionally, tourist arrivals lost steam in July–August. On the flip side, merchandise exports rose more quickly over the same two-month period compared with Q2. In other news, in late August, the government presented its 2025 budget. The draft envisages a 1.9% decline in expenditure, with the deficit as a share of GDP staying at 2024’s projected 3.3%. That said, the legislature is likely to approve a slightly larger budget to boost education spending. Meanwhile, in mid-September, Moody’s upgraded the country’s rating to ‘Ba3’ from ‘B1’, citing robust growth and improving fiscal metrics.
